From the way your question is worded (&quot;neighborhood&quot;)  you may be American, and it would not be easy to find information in English for that particular area.

If you do mean Creteil, it is not new, but it has grown tremendously in the last half of the twentieth century and many high rise buildings have been built there in the last twenty years. It is a large suburban area situated South-East of Paris in the Val-de-Marne. It is on the river Marne and also boasts a large man-made lake in a disused quarry to act as a flood defence.

Creteil was  the site of a German Komandantur during World War II, and American forces arrived there on the 30th August1944.

It has lost a great deal of its rural character, but still tries to maintain an attractive appearance, and the municipality spends a great deal on flowerbeds and floral decorations to make it less crushingly urban. It is now the administrative centre of the newly created Département called &quot;Val-de-Marne&quot;. It has its own modern university. There are three Métro stations, and RER trains also link it to central Paris, as it is a commuter zone.The town has three large commercial shopping centres, four industrial zones, and two olympic size swimming pools. It also has a well kown handball team.
