It is probably just internet explorer with their logo and search block built in. Microsoft gave vendors the option to bundle their company logo and links in it.

I'm guessing you're on about Internet Explorer 7 "enhanced" with that crappy Yahoo! Toolbar, and bloatware.

Firefox > Konqueror > Litter Tray > Internet Explorer

I don't believe Yahoo! has an Internet Explorer browser, but there is a new version of Internet Explorer commonly referred to as IE7. You can download it via Windows Update or find it searching Microsoft's website.
