Your choice may depend where you live and what you do.  If you sell your old car first or trade it in, you can usually transfer old plates to the new vehicle cheaper than buying new plates (except in California where plates stay with the vehicle).

If you are going to buy a car first and then sell your old car, it may be illegal for someone to test drive your old car without plates (and illegal to use the already transferred plates on the old vehicle).  If you get caught, that could cost you more than new plates.
