New water heater problems

my water heater is only a few years old and since I bought the house it's in, which is only a few years old as well I've had it shut off and when I check it the pilot is lit, but the burner is not and the water is cold so I turned the switch off and back on and it lights and I'm good for a few months or less. this has happened several times over a year. Now the burner won't light and the pilot won't either. It has an electric pilot start and I don't hear it click even showing it's trying to start. I reset the thermostat and unplugged the whole thing and nothing seems to get it to work. The fan on top runs so I know it has power. What's up with this? Is it the starter messing everything up?
