You obviously are not a student of history or a person blinded by the "brotherly love" of the communist system; the Russian military has never been one that treats "peaceful civilian populations" with any respect or restraint. Stalin killed more Russians then Germans and the Jews and other minorities were not much better of under his regime then they were under Hitler, the Gulags, and so on are all examples of "brotherly love" the Russians have for opponents. The mass execution of the officers and non-commissioned officers of Polish Army units at Katryn Forest that surrendered in 1939 to the Russians (blamed for years on the Germans but proven to have been done by Russian troops), Germany at the end of World War Two where over 80% of the women from the civilian population were raped by Russian troops, the actions taken to quell the Hungarian Revolt in 1952 (read the Bridge at Andua sometime), Czech Spring repression, Afghanistan, and so on have all had large numbers of atrocities against the civilian population by Russian or Soviet Union military units/personnel. Before you say the examples are all Soviet Union and not "peaceful" Russian the thing is the military establish is the same and the thought process from the government is the same or do we forget about Chechnya also?
