Nice cheap and safe guesthouse in Manila?

Question

I'll be arriving the second of january in Manila. It's the first time that I go to the Philippines, and I like to make a reservation in a nice guesthouse before I go.

What I would like:

- budget guesthouse

- safe place

- quiet guesthouse with not too many noise outside, so not surrounded by clubs

- good location for strolling around and within easy reach of public transport

I have heard about Friendly's guesthouse, but that it is quite noisy.

Anyone got any suggestions? Preferably with websites.
