Nice communities in NE Maryland?

I am moving to Maryland in a few years, as my job is relocating to Aberdeen Proving Ground. I am starting to look at places to live, but am kind of lost. I will be starting a family by then, so a good school system is a plus. I love the water and would like to live near the Chesapeake Bay. We aren't rich just yet, so we need a community with affordable houses to buy. I am willing to commute up to about 30 minutes. Any suggestions?

Well the bay is about 45 min from APG. You could try Cecil County which is on the Susquehanna river. That is about 15 min from APG. Cecil County has decent school nothing great. You could try the Bel Air area. Local school would be Bel Air High, C.M.Wright, North Harford. There is also a great school for catholics called John Carroll. You are welcome to email me.
