  1. NINTH-Protection of rights not specifically enumerated in the Bill of Rights. The ninth amendment is a kinda of cover of all the rights not yet described in the first eight amendments. Moreover, just because the rights are not listed in the first eights amendments, it doesn't mean they aren't there.

    TENTH-The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people. This means that if it is not specified in the constitution, then the states have the power to make judgment on whatever might arise.
