Nissan Sentra 99' Paint Problem

I have a red Nissan which has the paint really bad, the little plastic/material covering the paint is ripping off, besides painting it are there any other fixes? Liquids? ...

In today's paint job on a vehicle there is a primer coat base witch is the color coat, then the clear coat. If i understand you correctly it is the clear coat that is flaking off, with the clear coat flaking it usually needs repainting. Sorry
