No Image. When I turn my TV on, I can hear whats on but I am not getting any images, it looks like

When I turn my TV on, I can hear whats on but I am not getting any images, it looks like the TV is switched off.If I put a DVD on or a video on, its the same, I can hear but not see any thing. I have taken the scart leads out, and put them back on and made sure they are in properly, but it did not rectify the problem.Please help.
