No Paypal Membership Required on Ebay for Buyers?

I'm not sure anymore, but I think I read somewhere that you can now buy on Ebay using your credit card without having to create a PayPal account first and that membership is now only required for sellers. I'm in the Philippines so I dunno, maybe they created an exceptional policy or something? Am trying to bid on items from the U.S. so PayPal's their main/only payment method, so... help!

you never needed paypal. you can pay buy check and money order
