  1. Not until they are adults.

  2. It has long been acknowledged that the brains of teenagers are not fully developed and do not become fully developed, in most teens, until about age 20. The part which develops last controls judgement and decision making. The Supremes ruled, therefore that a teenaged offender lacked the ability to fully appreciate the seriousness of his offense.

The Supremes allow the death penalty for adults because it  is up to the indiviual states to make that decision according to the Constitution.

  3. they claim that juveniles(children under the age of 18), have no control over what they do and that they don't fully understand their actions, that's why adults(parents) are responsible for a child's actions until they reach age 18. So to give a teen the death penalty would be cruel and unusual punishment because they don't know what they are doing according to the law. (although some would beg to differ)

  4. Not every States allows Death Penalty and all States have different rules on this!

  5. The death penalty is immoral and their trying to get rid of it maybe.
