No, when you drive an American registerd vehicle across the mexican border, you must get a Mexican car permit in the first town...before you get to the 12 mile inspection.  You must have a current American license, car registration, and title.  You can see 1st site below to see details on the car permit.  You also MUST have a gov't issued photo i.d. and proof of citizenship...EITHER a passport or birth certificate to cross the border by land.  If you are only going to Sonora or Baja, you do not need the car permit, but you Do need a current drivers license.

  3. if you have Mexican driver's license you can drive for first 15 days in usa

    but make sure you go to dmv to make sure
