No hot water, can I short pay my rent?

this is an ongoing problem for over a month now. we have hot water on and off or just warm. and only cold water since yesterday. we complaint to the apartment management several times, it's always the same answer, we'll send somebody over. and that's it, still waiting for the maintenance guy

you can with hold some rent money but you have to put the money in a account just for them to show you have the money and will release it once the problem is fixed.

Pay your rent.  

Did you send the landlord a letter outlining the problem?

Have you contacted a city inspector?  Tell the landlord you are calling the city or state inspector.

Keep calling, but don't short pay rent.  They can evict you and an eviction on your record can hurt your credit.
