No more houses to build on my sims wii help!!!!?

im in a part of the game where i have no more houses to build and there is still more people in the hotel waiting to be moved in and i have looked in every town adn on the maps and they said there were no more houses so can i build more houses or idk i dont kno wat to do help!!!!!!
