  1. Some television stations broadcast the audio portion of their programming on FM frequencies that can be picked up by some FM radio receivers. If you're just getting static, then the stations in your area are probably too low on the dial to pick up.

But try Forest's advice - it may work.

  2. A lot of TV stations already broadcast on a radio frequency.  Some receivers may pick up the signals, some may not.  It depends on where you live, and how strong the signal is for the TV station.  Sure, you can get local stations via a cable or satellite provider, but those are coming in through a different signal, received at a different point, more than likely at a receiver closer to the source.

Also, most radios that pick up TV stations will only work on the VHF frequencies, which for TV would be channels 2 through 13.  If you have local stations within that range, then you should be able to pick them up.  Again, it depends on how strong their transmission signal is, how close you are to their location, and how strong your receiver is.  One thing you may have to do is point your walkman in the location of the city most of the TV stations broadcast from (Atlanta, Chicago, Boston, Los Angeles, Seattle, New York, etc.) to try to pick up a signal.  Just keep playing with it and hopefully you'll pick up something.
