No walk-in applicants at the philippine-italian embassy?

and all of the applicants should get thru an agency or should see a consultant who will work instead on behalf of the applicant's papers inside the embassy.How true is this?

and the cheapest consultant fee is 10k pesos...is it too expensive for consultation alone?

It is cost you on fare or phone bills to call them but no consultation fees depends where you live in Philippines.
