No water from water dispenser

Question

about 2 months ago the water stopped working from water dispenser. last week we lost power to house (ice storm) for 5 days.  when power came back on, the water dispenser was working again.   4 days after power came on, the water isn't working again. obviously it is freezing up but how do I stop this from happening ?
