Who knows about Nogales Visa Services? What kind of services do they provide? Are they also part of NVS International?

They are one in the same.  Like any other commercial service, they provide for a fee what you can do on your own.  If you have the extra money to spend, and want someone else to fill out your paperwork, that is well and good,  but do not be deceived into thinking that they can do anything for you that you cannot do yourself - they do not have an insider's edge to "arrange" visas.
