  1. Depends on the nonverbal action itself. Some nonverbal communication transcends culture, such as smiling or crying. Some actions are culturally contextual, such as biting your thumb at someone (could be an insult in Europe) or looking into someone's eyes (could be an insult in some parts of Asia). However, the Internet and mass media is serving to globalize everything from products, to celebrities, to communication styles. Nonverbal communicaiton may be influenced by these as well in the future.

    in the US patting a child on the head is a sign of affection. In Asia (China) its like treating them like a dog. showing that they are a culture that values humans over animals
