Norcent model 2723 lcd tv

Question

when i plug it in the power light comes on for about 2 seconds and goes out . I took the back of the button panel off and where the plug in is 9 out of 10 of the solder spots were black and there was a sticky substance . the tv was given to me . the guy said at the repair shop it would be about $350 to fix . is it worth fixing by a pro (which i definately am not ) or should i re-solder the connections ???
