  1. dont use norton , i used it an it sucks up your RAM and slows your pc , you can use free and better than norton , avast or avira antivir both r free

  2. No, it is not a good idea to disable either of those auto runs, here's what they do:

oscheck.exe is a program that runs during boot that checks essential Operating System (Windows) files for the presence of viral code or behavior.  While it's not essential to running Norton Anti-virus and related (Norton System-Works, Internet Security, 360) it does help prevent root-kit and virus attacks that would load at start up.  Your computer is particularly vulnerable during start up, before the operating system is fully loaded and all the normal safeguards are in place.  It is extremely common for malicious code to attempt to load itself during start up.

ccapp.exe is the portion of Norton Anti-virus that loads and runs the autoprotect and email scanning engines. It is the executable that makes calls to the various parts of the Norton security software.  Generally you'll want this executable functioning whenever you're using your computer.

Trimming back your start-up items can greatly improve boot time and free up resources on your system, but it is generally not advisable to disable security and anti-virus countermeasures unless you're in an environment with very low to zero risk.   Most home users of internet attached computers need all the protection they can get.

When trying to decide a perfomance vs. security issue simply ask yourself "Is a little faster more important that a little safer?"
