Not all mutagens are supposed to be carcinogenic, explain why ?

  1. The main reason is because all things carcinogenic induce cancer.  A mutagen can bring about mutations in very specific or very general portions of a genome.  In the specific ones, it is very possible that the only sites affected cannot lead to the cell becoming cancerous and multiplying uncontrollably.  Instead, this could affect an important operon (such as the lac operon), or perhaps just the shape of the cell through modifying the cytoskeletal creation.
