Not cooling. The unit turns on and the fan blows constantly but it is not cooling the air coming

The unit turns on and the fan blows constantly but it is not cooling the air coming through the filters, there is a clicking on and off as if it is trying to turn the cool on, am i out of freon, or is it a short?
