Not working. The MP3 player is charged but it will not turn on. When I plug it into the PC it

The MP3 player is charged but it will not turn on. When I plug it into the PC it registers and indicates "starting" but nothing after that. I can see the files on the device through windows explorer but I cannot do anything else?What am I to do next?
