There is not too many differences from year to year in an area. If you are planning a garden, may I suggest the "No Till" method? Especially if you have access to bulk mulching material. It is better for the soil and it's structure, it limits weeds and the need to water, and gives a better garden soil every year you do it. Just type in "NO TILL GARDENING" and pick a web site. You'll be happy beyond belief with the results.
