  1. do not ever give Fresh City Water

make sure its distilled or treated to remove chlorine first..

you can do 1/3 tank changes every 2 weeks...depends how big the tank is - change more often if small tank

  2. Water change time varies depending on a lot of factors (how large is your tank, how much you are feeding, what kind if any filteration system you have on your tank etc.) I would say since you have a sponge filter, to change every week or every 2 weeks with partial water changes in between.

  3. Make sure you treat the water prior to adding it with some dechlorinator.

What size tank are they in?

Usually a once a week addition of 25% fresh water swapped in should work.
