The congress party in india said that the govt was in no position to make public the safeguards agreement negotiated with the secretariat of the internation Automic energy agency as ''it would invite serious risk of nuclear terrorism which makes the country vulnerable''..ok.. what is nuclear terrorism means?

  1. you should not mean the terrorism as terrorism to threaten the people.  The IAEA agreement hide us from the Hyde act,  a close analysis of the draft india - IAEA safeguards agreement, the the restricted document GOV/1621, reveals that if it comes to the crunch, it is the provisions of the Hyde Act that will prevail.  This is what is incuilt in the agreement. various commentators have argued that the draft iaea safeguards agreement gives india considerable leeway, dinied it under the Hyde act, in taking corrective action in case fuel supplies are interrupted.  To safeguard the agreement and to discuss further matters, it is unnecessary to make public the agreement which are yet to reach final touchs.


  2. I would take it to mean terroist such as al queda etc...getting their hands on a nuclear warhead and dropping it on whomever they are upset with at the time.
