Numerous states are revising their penal codes. Which major categories of substantive crimes do you think should be considered for revision?

Every state reviews and revises all of their state statutes every year, including penal codes.  I am looking for some revision that gives victims more rights than the suspects.

Every state reviews and revises their penal codes and revised codes annually.

The biggest changes I have seen in the last few years is all on Domestic Violence. More and more laws are being added to get offenders off the streets and keep victims safer.
