O.k. I want to ask my mom if I can do two sports at the same time. I don't think she will say yes...?

When do you think the best time it is to ask her? And, what is the best way to bring it up and ask? Also, do you have any tips that might help me?

By the way, the two sports are swimming and volleyball.

Sorry, but this answer is coming from a mom.  The best time to ask her is at night when all chores are done and she's not busy with something.  That way you can have a decent conversation without her mind being on other things.  If your mother refuses, it's probably because she thinks it's best for you.  Two sports and school often take away all free time causing burnout.  It's hard having no "friend" time.
