My experience with several groundings (not my own) that ended up with fines or penalties have in all cases been fines issued by the EPA for fuel and oil spills.

Who has Authority of the waters where the grounding occurred?  Was there any official inquiry?  They would have represented the authority concerned.  In most cases of grounding if there was no personal injury, spillage or resultant impediment to navigation it&#039;s just between you, the vessel and mother nature, waters department.

If it constitutes environmental concern EPA would have interest.
