OK ... Who is the nascar rat that through RIGGS under the bus ? what was wrong with the wing?

The brackets holding the wing on were illegal.  I am not sure who told on them, but Bootie Barker seems to think he knows who it is.  And, Bootie said they've been using the brackets all season.

i don't think bootie is being completely honest - they may have been using the same brackets all year, but were they making alterations to how they were mounted (or how the wing was mounted to it) AFTER inspection all year?  it had to be noticeable enough that someone else thought it important enough to risk being exposed as a rat in the garage for (boy that was a long sentence). and the proper answer would be "the same rat who threw johnny sauter, the crew and car chiefs, and the owners under the bus as well." of course, i could be wrong.

...the NASCAR rat that "threw"  Riggs under the bus was probably a NASCAR official. They hit Jr once very hard with fines for rear wing violations. NASCAR has stated that they will not tolerate altering the rear wing design and part of that design is the brackets..
