OMBUDSMAN - Scotland?

Please note that this question concerns SCOTLAND.

When a person contacts the Commissioner for Local Administration in Scotland (OMBUDSMAN) to make a complaint, against the Local Authority or the Health Service or the Police or some Government Department does the Complainer incur any expences, or are there expences charged to the 'Organisation' or 'Service' , that is the subject of the complaint?

I have searched the web for an answer, but had no luck.

I hope someone reading YAHOO Answers, will come up with the information I am looking for.

  1. The Ombudsman service is independent, impartial and FREE. The SPSO is not a watchdog or a regulator - its role is to give an independent and impartial decision on a complaint. The organisation operates under the legislative authority of the Scottish Public Services Ombudsman Act 2002.
