Obscure 80's sci fi movie?

I am trying to remember this movie where it rains all the time and the characters have to get a dose of sun UV from a box thing everyday. One of the characters refuses to take their dose during the story because they believe the sun is going to come out. That is all I can remember? Does anyone have a clue? I can't even remember who is in it...
