Low tempo team or not a great team?  If you want a not so good team, then pick Oklahoma City, Memphis, or Minnesota...

As with tempo:

Teams like the San Antonio Spurs, Boston Celtics and Utah Jazz focus more on half court sets and are slower paced teams, but they're among the best in the league.

"Tempo" teams are in the middle and try to push the tempo up against slower teams and slow down fast break teams.  These include the Cavaliers, the LA Lakers, and the Mavs.

The "fast break" teams are the high powered offense teams and like to outscore their opponents as their main tactic for victory.  These teams include the Nuggets, the Knicks (now with D'Antoni), the Wizards, and the Warriors.
