A friend is a mechanic wanting to buy a durable wedding ring. He is reluctant because he does not know if they conduct electricity.

Both are metals, so they both break and conduct electricity.  Tungsten is almost always supplied in sintered, rather than cast, form due to its high melting point; thus, tungsten is more brittle than titanium.  Tungsten and titanium are both pretty hard metals, and are reasonably stable to oxidation.  I know rings have been made of titanium, and I would not be surprised if tungsten rings exist as well.
