Question

lists individuals and organizations with whom U.S. Citizens and permanent residents are prohibited from doing business.

My question is: What about the non U.S. CITIZENS and RESIDENTS? What about anyone who is yet not a permanent resident? Or is temporarily living here?

Does anyone know?

OFAC does not, but other laws apply to foreign nationals operating in the United States.  It is all very tedious and bureaucratic.
