Official punch buggy rules?

Question

You can't call punch buggy red(or whatever color) and drive around the block and do it again. Shouldn't once a punch buggy is called it is out of play for the rest of the day?

If I punch before I call the punch buggy and color before I say it out loud and someone calls before they punch who gets the credit?

Does TV punch buggys count?

What if the punch victim never sees the buggy after the punch...too bad for them, right?

Is there an official rule book or web site?
