Official rulings dark world yugi oh?

what are the offial rulings for dark world decks and monsters. I hear so many different things on a weekly basis it is clear most people are not too sure themselves. What are the official rulings on it?

Dark world monsters cannot be summoned if the spell/effect/trap card says its a cost. It has to say DISCARD in order for them to come out.
