I know officially that the most youthful city in Europe is Dublin (because 50% of people in Dublin are being younger than 25 years of age) but what is the most youthful city in the World officially?

This is a difficult question but one contender might be Berlin - 'Berlin is a youthful city and over half of the working population are less than 40 years of age'
