Ohio Medicaid Income Eligibility?

I noticed that on the Ohio Dept. of Job and Family services it says that pregnant women can make up to 200% to Federal Poverty Level. Has it always been 200%? I thought it was 150%. Also is "Healthy Start" the same as Medicaid?

  1. It varies state by state.  Health Start is the "non welfare" name for Medicaid.


  2. To be eligible for the Healthy Start program, the pregnant woman can earn between 150% and 200% of the federal proverty level depending upon the number of her existing children. If there is only one children, it is 150% and goes up to 200% if there are five or more children in the family.

    You can apply for Healthy Start  by filling out the Combined Programs Application (CPA) - JFS Form #07216.  If you need help with the form call The Consumer Hotline at 1-800-324-8680.

    Healthy Start is not the same program as Medicaid. Healthy Start is for pregnant women only while Medicaid is for uninsured people of both genders who meet specific and different guidelines.

  3. Children (up to age 19) and pregnant women can get free health coverage through Healthy Start.

    Programs often change guidelines as funding changes.

    Families can apply for Healthy Start filling out the Combined Programs Application (CPA) - JFS Form #07216. By calling the Consumer Hotline at 1-800-324-8680, hotline staff can provide general information or offer assistance in filling out the application. The hotline is staffed seven days a week. Families can also find applications at their local office of job & family services.
