Both, maybe just lonely. But most likely very curious. It doesn't hurt to try things out. When I was like 14 I used to have the same thoughts, touching and kissing and nothing more. It kind of grossed me out to do anything more with a girl. But then I realized that there was nothing to be grossed out about and my fantasies got out of control.
