  1. Richmond is something of a peculiar place in that it never used to be part of London, it used to be in Surrey (the county directly to the south west of London).  However, as London expanded some of the areas on the outskirts of the city were reclassified as London boroughs, with Richmond being one of them.  So technically Richmond is in London as it is a London borough, but it retains some elements of being in Surrey, namely its address (it's classified as Richmond, Surrey) and its postcode (it doesn't have the 'SW' prefix that other areas in south west London have).

In terms of looking for somewhere to rent, www.gumtree.com is an excellent site to use and it'll enable you to search both by area and price (Richmond is south of the river so you'll need to click on the south London section).  However, you need to be aware that Richmond is one of the most expensive places to live in London.  To rent a one bed you're looking at paying £1500 a month minimum.  The council tax there is also one of the highest in the country so you'll need to be prepared for that too.

  2. Richmond Upon Thames is in Surrey.

You have the Tube that goes out there too which is the District (Green) line if my memory is correct. Beautiful area !!
