Ok how do you tell if the water flow is low, medium, or high?

  1. There are no standards to judge current, and really, there's no need for them either.  If your fish are struggling to swim in place, it's high (probably too high); if the water appears stagnant, the flow is probably low; if everything is a happy medium, it's probably just right.

    if the water's practically sitting still it's low

    spinning like a raging torent, high

    i see that you ask alot about SW tanks so im assuming you want anenomes and coral etc and are being told they need high flow high lights etc..
