Ok i'm trying to start a storm chasing tour?

but i do not how to do so . what laws is in this and can i just make it like, come with us at your own risk, instead of getting alot of insurance on everything and everyone. plus what laws in is this again. do i need a business license?

You need a lawyer.  Sure, you can say come at your own risk - but that won't hold up in court - you can still be sued.  Laws will depend on where you live, as will the business license.

Do some research by contacting companies that already do it...sometimes they are more than helpful to tell their success stories.
