Okay I am not familiar with Illinois state laws but you should get your license as soon as your 16.  Especially if you took the written exam and the driving test. How could you get the permit if your due for a license a Class G license is what 16 to 18 year old needs to drive.

Check your state's DMV website - it should tell you when you can take your driver's test and written test to get your driver's license.
