As Superdork said, the clip you are talking about is taken from Tron.

I think Tron is a movie and not a computer game because on an episode of The Simpsons called "Homer 3" Homer is trapped in a #d dimension and he asks "Did anyone see the movie Tron?".

Very funny episode, though.
