Ok my cousin droped out of high schoo; and is seeking for my advice.?

if he droped out as a 9th grader but was suppose to be in the 11th can he re enter at the 11th grade or 10th grade.

If his last completed was the 9th, then he'll be a high school sophomore. Is there an alternative school he can go to?

If he dropped out of school in the 9th grade and did not receive sufficient credits as a 9th grader he will return as a 9th grade student/

What makes him think that he deserves to be promoted for the time that he was not in school?

Age has nothing to do with the grade they go into. (Well, okay, it does, but it's generally an indicator). If your cousin proves to be smart enough to go right into grade 11, then grade 11 he shall go! However, most schools will just put him in grade 10...or even 9 if he didn't finish it...seeing that that's where he left off. If they do that, and your cousin really wants to be in grade 11, then some applications/requests can be made to change grade. Hope that helped somewhat :)
