It was only in the first Japanese version and was patched and every version of the games following it.

It involved going to the elite four and using surf on the door and walking through the black foreground a certain number of steps in each direction to reach a point then to either Dig, Fly, or use the Explorer Kit(I forget which) which would then allow you to fly to that area or encounter that pokemon if my memory is correct
