The person that hit the car could and would be charged for "Hit and Run" if it is reported by the owner of the other vehicle and yes that person will be arrested and go to jail until a bond was posted.

K if you got into a hit and run and you left the scene it is possible that your friends in the car could go to jail (not reporting a accident/ if injures were involved) however more then likely no. Unless they knew someone was hurt/ run over and did nothing...then they could

But if the car was just bumped up and the driver left. Most likely no one is going to get reported. And no one will go to jail.
